Whats the limitation of thowri?

Many of 'ulema at the fitna of khalq al-qur'an used to say it (the qur'an) was created while pointing to their hands or when they pointed at the mushaf they meant that their finger was created, so they wouldnt be tortured.

What is the limit of thowri? speaking? writing on paper?

Wouldn't someone('alim, layperson etc) be held accountable for not saying what is correct according to the shari'ah because they wanted to ward of any fitna from themselves?

I am not sure if I got what you mean with " thowri" correctly. Yet, as I understood from the example, I guess, you are referring to Ta'reed or tawriya!! ( تعريض أو تورية )

Am I correct?

I apologize for not being able to reply earlier due to some reasons.

You need to know that such act is allowed only if it is needed to prevent a harm and does not result with making what is lawful as unlawful and vice versa.. Thus, answering your question which you have asked previously:

Wouldn't someone('alim, layperson etc) be held accountable for not saying what is correct according to the shari'ah because they wanted to ward of any fitna from themselves?

No, he will not be held accountable, inshallah, as long as the words he uses look true but it can mean something else as this is what is called tarwyaa: to say things that whoever hears it understand it as it is normally understood while you mean something else as the words you used can mean another thing as well. The examples you gave explain my words inshallah.

Imam Ibn Al-Qayem talked in bit details about this matter in his book " Ighathet Al-Lahfan min Masa'ed Alshaytaan".
